Why do we need Commercial Energy Assessments?

Part L of the National Buildings Regulations are introducing the requirement of Energy Certification within the UK. The requirements form part of an EU initiative for the Energy Performance of Buildings Directive (EPBD). These rules will be introduced by all European member states by 2009.

The 2006 revision to Part L means that for the first time all new buildings will have to meet a target rate of carbon dioxide emissions. For buildings other than dwellings a new calculation process (SBEM) is required to assess both the target emissions and the proposed building emissions.

From April 2008, SBEM will be used to produce either Energy Performance Certificates or Display Energy Certificates to provide information of the energy efficiency of any public building or commercial building due to be sold or leased.

EPCs required on construction for all dwellings.
EPCs required for the construction, sale or rent of buildings other than dwellings with a floor area over 10,000 m2.

1st July 2008

EPCs required for the construction, sale or rent of buildings other than dwellings with a floor area over 2,500 m2.

1st October 2008

EPCs required on the sale or rent of all remaining dwellings.
EPCs required on the construction, sale or rent of all remaining buildings other than dwellings.
Display certificates required for all public buildings >1,000 m2

4th January 2009

First inspection of all existing air-conditioning systems over 250 kW must have occurred by this date.

4th January 2011

First inspection of all remaining air-conditioning systems over 12 kW must have occurred by this date.

These new regulations will raise much awareness as to the quality, sustainability and efficiency of all buildings particularly when selling or renting the property. For commercial buildings the ‘statistics’ will be on display for comparison against competitors.
